Counter-Strike is a mod for Half-Life, so it must be as moddable, as HL.

and you cannot even edit maps in GTA 4

All are uberly moddable except the elder scrolls 2 and 1 and redguard and battlespire
Whenever someone releases a new gamemod or addon, you always get those who just copy it and claim its their's, so sometimes you can't tell which is the official one.

Although the latest version of Garrys Mod is priced, Garrys Mod 9 is still free to download. It uses lua, I think
