to answer your question:
do not use the dedicated server because it makes everything more complicated (you have to use remote control). create a listen server instead. then you can control everything using menus.

You need to either use a Lua script or RCon ( Remote CONtrol ). If you are the only admin then you don;t need to worry about using Lua, RCon will be fine.
